Maranao CSO leader challenges Malacanang, Congress to give M’nao war victims reparation

CAGAYAN DE ORO CITY, Feb. 17, 2011—A respected Maranao leader of a Marawi City-based civil society organization yesterday challenged Malacanang and the Philippine Congress to give all victims of the Mindanao war waged by the past Arroyo administration justice by pursuing the AFP Fund Scam to its lawful end.
                Hadji Abdullah “Lacs” Dalidig, chairperson of the Muslim Multisectoral Movement for Peace and Development (MMMPD) also said he is “not afraid” to testify in all lawful investigating bodies now investigating the 
so-called AFP Fund Scam.
                “I am not afraid. I am only afraid of my Allah,” he stressed.
                Dalidig pointedly accused former President Gloria Macapagal-Arroyo, several members of her Cabinet as well as “generals of the Armed Forces of the Philippines” of using the so-called Mindanao war to enrich 
themselves.
                “GMA and her cohorts used the war in Mindanao to justify development projects in Mindanao which were funded by international donor organizations and agencies. But the real intention is not the development of 
Mindanao but to fill their own pockets and bloat their bank accounts,” he told TIGBALITA prior to the press conference he called yesterday.
                “Kailangan papanagutin si GMA at ang mga tauhan niya. Because of their greed, tayo dito sa Mindanao and kanilang ibinuhis,” he added.
                With a blue tarpaulin backdraft that screamed“Avenge the countless deaths of both Muslims and Christians due to the war in Mindanao by seeking the truth in the AFP Fund Scam!” Dalidig urged the Aquino administration to pursue the investigation in to the scam and hold the former president and her cohorts accountable.
                “The Arroyo government should be made answerable. Her government orchestrated all these so they could justify more funding for military operations and for so-called development projects all over the island. That is 
the only way the present administration will be able to give justice to the victims of the war in Mindanao,” he said.
                “I urged President Aquino to get these monies and pay the families of the victims of the war in Mindanao,” he added.
                Dalidig also distributed to the media photo copies of various documents and reports, which he called “evidences against the Arroyo administration.” Among these documents was a two-page Memorandum of Instructions dated February 11, 2003 from Malacanang addressed to the Secretary of the Department of National Defense that detailed the implementation of “Oplan Greenbase.”
                Oplan Greenbase’s 9-point objectives were preceded with “As President of the Republic of the Philippines and Commander-in-Chief of the Armed Forces of the Philippines (AFP), I do hereby order the following:” (1)  To capture and occupy Buliok Complex and environs within one week; (2) To clear the Liguasan Marsh Area so that development projects can be implemented as concessions to the Libyan and Malaysian participation in the GRP-MILF peace talks; (3) To capture MILF Chair Salamat Hashim dead or alive; (4) To file 
criminal charges against MILF leaders; (5) To bomb Napocor transmission towers and power sub-stations, and blame the MILF; (6) to conduct comprehensive psywar operations and destabilizations in Urban Christian Areas and blame the MILF; (7) To convince the Asean, the European Union, and the United States to declare the 
MILF as a Foreign Terrorist Organization (because of the terrorist activities to be blamed on them as stated in 5 and 6 above); (8) To transfer the venue for the conduct of the Balikatan 03-1 to Central Mindanao; AND (9) To resume formal Peace Talks once the objectives were achieved.
                Dalidig said this document alone will prove that the Arroyo administration was behind the all the atrocities that happened in Mindanao in order to “justify the hundreds of millions of pesos in military funds that only went to the pockets of her generals.”  (Bong D. Fabe)
